A tipster sent the image into Latino Review and, sure enough, it appears to be Whiplash. Not necessarily Rourke as Whiplash, but no doubt a character concept sketch for Iron Man 2. If you try really hard you can mentally Photoshop Rourke's head on the concept. If this is what he ends up looking like, I'm pretty impressed.
